Strengthening African Governance: Small States and Islands Top 2008 Rankings

Small states, island states, and Botswana and South Africa are the best governed countries in sub-Saharan Africa according to this year's Index of African Governance, released today by researchers at the Kennedy School of Government, Harvard University. Mauritius, an Indian Ocean island-state, tops the list of well-governed territories for the second year, the Seychelles is second, Cape Verde third, Botswana fourth, and South Africa fifth.

Harvard Project on International Climate Agreements: Winner of Research Paper Competition
We are pleased to announce that Larry Karp (University of California, Berkeley) and Jinhua Zhao (Michigan State University) have been chosen as the winners of the open research paper competition of the Harvard Project on International Climate Agreements. Their paper, "A Proposal for the Design of the Successor to the Kyoto Protocol", was selected based on its innovative and realistic approach to post-2012 global climate policy.

New Report from Harvard Kennedy School Researchers Calls for Changes to Biofuels Incentives

Despite pressure from biofuel critics, governments should avoid simplistic and precipitous changes in course such as rollback or moratoria on existing biofuels mandates or incentives, according to a new report from three Harvard Kennedy School researchers. Instead, the researchers urge governments to initiate an orderly, innovation-enhancing transition towards incentives targeted on multi-dimensional goals for biofuels development.
