Rolf Mowatt-Larssen Named Senior Fellow at Harvard Kennedy School's Belfer Center

Rolf Mowatt-Larssen, director of the Office of Intelligence and Counterintelligence at the U.S. Department of Energy and former head of the Central Intelligence Agency's WMD and terrorism efforts, will join the Harvard Kennedy School Belfer Center as a senior fellow on January 19, 2009.

New Harvard Project Report Outlines Ideas for Successor to Kyoto Protocol

A new report from the Harvard Project on International Climate Agreements outlines several promising ideas for successors to the Kyoto Protocol. The report also provides guidance on the most intractable challenges facing global climate negotiators, including participation by developing countries, how to reduce deforestation, and how to prevent a "collision" between climate policy and international trade law.

Strengthening African Governance: Small States and Islands Top 2008 Rankings

Small states, island states, and Botswana and South Africa are the best governed countries in sub-Saharan Africa according to this year's Index of African Governance, released today by researchers at the Kennedy School of Government, Harvard University. Mauritius, an Indian Ocean island-state, tops the list of well-governed territories for the second year, the Seychelles is second, Cape Verde third, Botswana fourth, and South Africa fifth.

R. Nicholas Burns, formerly the highest-ranking career diplomat at the U.S. Department of State, has been appointed Professor of the Practice of Diplomacy and International Politics. He will serve on the Board of Directors at Belfer Center.
